Can't change preferences in Search

I can't change the preferences for search. I'm running
Windows XP, with all the hotfixes installed. The problem
is, the 'Change Preferences' option does not appear
anywhere on the search bar. Is there a fix for this?

I tried all of the tips listen under Search, but to no
avail. Is there anything else to make this option appear,
or perhaps another way to access it?
