Can't change menus and dialogs

I am running XP server SP2 and cannot change my
"menus and dialogs" to another language. Windows
update contains no available updates, but running the
update prog. on NT server V4 shows that updates exist.
What am I doing wrong ?

You cannot change the language of an existing Windows installation.
