Can't Change IP Address

I can't change the IP address in my win2k server, when I
open the properties page in "Local area connection" it
will automatic restart the "explorer.exe" file. I have try
to install the SP4 but it still the same, can any one tell
me how to fix it? Thanks!!

Look in Event Viewer to see if it reports any errors that may be pertinent. Run
ipconfig /all to see if it reports the current tcp/ip info without any error messages
and try it in safe mode with networking to see if it works and if it does, you have a
conflict with a startup program/service that using msconfig from an XP computer or
downloaded from the internet cam help isolate the problem by selective startup. ---
