Can't change home page

I can't get into tools/internet options it says the
system administrator won't allow it. In control
panel/internet options I can get into it but I am not
able to change anything in the home page field. This is
a personal computer, I have never had a system
administrator
 
To unlock the Internet Options and HomePage settings, follow these steps:
1. Quit all instances of Internet Explorer
2. Open Regedit.exe, navigate to this branch:

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\
Restrictions]

3. Delete the "NoBrowserOptions" Binary value and "HomePage" DWORD value

4. Close Registry Editor, restart IE.
