can't change desktop background image

I am using the Windows XP Home Edition

When I go into the control panel and then into appearance and themes, if I click on any of the options there like "change the computer's theme" or "change the desktop background", nothing happens. Also, if I right click on the Windows XP desktop and then try to select "Preferences", nothing happens.

I would really like to be able to change my desktop background picture and set it on center instead of tile, but cannot. I used to be able to do this.

Do I need to reinstall the operating system or download some update? Did a previous update cause this problem?

Right click on mouse while you are on desktop. A pup up
menu will apear then select properties. After that a
window will apear on that window there are 5 menu items,
one of them is Desktop, select it and you will see
Background items select any of them or click browse
select one that you like. Once you select it then click
Apply and OK.
