Can't Boot Up Windows XP

I tried to remove and add a new version of Internet
Explorer and when I rebooted the computer I got the
message: "winlogon.exe - entry point not found" The
procedure entry poing assocIsDangerouscould not be
located in the dynamic link library SHLWAPI.DLL
I hit OK then the message came up "user interface failure
The logon User Interface DLL MSGINA.DLL failed to load.
Contact your system administrator to replace the DLL or
restore the orignal DLL."
Then I go a restart button to click on and it went thru
the same thing.
I tried to put my WindowsXP disk in the d:drive but that
didn't help. I can't hit DEL to reset the configuration.
I can't even get past the above problem.

Is there anybody out there that can help me, PLEASE.
