Can't Boot to anything after power outage during system restore

Can someone please help?? I was performing a system restore (XP Pro), when
we experienced a power outage. Now I'm unable to get my PC to boot into ANY
mode (not even able to get to the bios).
When I try to boot normally, or to "safe mode", I get to the point just past
the XP splash screen and then the mouse cursor pops up and it stops there.
 
With the PC in shutdown position, insert the XP installation CD and see if it
will
boot on that. You may be able to do a Repair install. Good Luck.
 
Already tried that (no go) byte, but thanks for the reply, I appreciate it!
 
power outage = bad.

hopefully your hardware wasn't damaged, but i'd do a check just to be sure.
boot up with the essentials (mobo, cpu, ram, graphics) and see if anything is
wrong (you may need to check those components as well).
