can't boot from install CD

I installed Vista Home Premium and got a nasty hard drive failure error. So I was going to boot from the install CD and get into the Recovery Options
in order to run chkdsk on the drive. The system won't boot from CD. It actaully starts booting from the CD but after the loading files step it just
boots into the installed Vista environment. Any ideas as to why it's doing that?

TIA,

Faulty disc? Faulty DVD drive? Dirty DVD drive in need of cleaning? DVD
drive attached to the same hard drive controller on the computer and the
drive controller has failed?

The DVD is fine it boots then after loading the files to start the setup instead of going to the setup it starts booting the Vista instance on the
hard drive.

Can't make that happen here, sorry. I'd still stick with my original list
of ideas, starting with borrowing a retail DVD from a friend and see if the
same thing happens.

It is a retail DVD. Never seen it try to boot from the hard drive when it started the boot from the CD.
