Cant add bullets to some paragraphs

I have a document with various styles applied. I made some changes to a style
and it removed the bullets from a list. I'd like to put them back but the
bullets icon on the tool bar is grayed out. I have tried re-setting the style
of the list back to normal but, for these paragraphs, bullets is still grayed
out.

Start with a Maggie, you'll clean up your list template collection and
associated links at the very least:

Cut and paste everything except the last paragraph mark in every
section to a new document.

Then, redefine your lists as required.
