Can't activate Pop-Up blocker

I have a user who gets lots of pop-up ads. He runs Ad-Aware. In looking
through IE Help it says to go to
Tools, Pop-Up Blocker, but this option is not there.
I also looked under Tools, Internet Options, Privacy and there is a setting
there for Pop-Up blocker but it is grayed out and I can't enable it on any
machine.

These are Win XP SP2 machines.

Is there another setting I need to change first?

Is this a sudden, nw problem or an ongoing one?

What third-party "security suite" (e.g., NIS, McAfee Security Center) might
be running in background? Any third-party toolbars or pop-up blockers?

What are the right-pane values for this Registry key?...

HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\InformationBar

I still can't activate the Pop-Up Blocker, even with all settings changed to
high. Is ther something else that needs to be done first????

Have a very close look at this registry key:
HKCU\Software\Microsoft\Internet Explorer\New Windows

Many dwords under that key control the pop-up blocker. If, for example, you
see the word PopupMgr, set to zero.

The security is Sophos Antivirus.

I have found another setting that looks as though I should be able to change
it. Under Tools, Internet Options, Security, Internet, Custom Level.
There is a setting under Miscellaneous called Use Pop-up Blocker. I change
it to Enable, say OK, then OK. Then I open it up again and look at the same
setting and it has changed back to disable. It won't stay enabled.

In the registry, I find under HKEY_CURRENT_USER, and HKEY_USERS,
Software, Microsoft:, Windows, ShellNoRoam, MUICache
Value name: @xpsp2res.dll,-4883
Value data: Use Pop-up Blocker

I do not know what to do with this information.

I do not have a listing for Information Bar under
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer

So I still do not know how to enable and use the Pop-up Blocker.
Please can someone give me some more clues here!

I changed it from No to 0, though this seems like a different data type.

I still don't get the Pop-up Blocker option under Tools.

This shouldn't be such a problem!!! Any other ideas???

It made no difference, even after I rebooted. Win XP SP2 is installed.

I tried everything in http://support.microsoft.com/?kbid=843016 and
http://support.microsoft.com/kb/843017

But on the Tools menu, there is no Pop-up Blocker
And on Tools, Internet Options, Privacy tab, I cannot click Block pop-up
windows, it is grayed out.

I have made the suggested registry changes, and still cannot access the
pop-up blocker!

At last the solution:
[HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet
Explorer\Restrictions]

a.. In the right-pane, double-click NoPopupManagement if exists, and set
it to 0 (REG_DWORD) if exists.

b.. Close Registry Editor and restart Internet Explorer
