can't access the internet explorer

My PC was hit by spyware pretty bad a couple of days ago and after trying to
clean my system now I can't access Internet Explorer. It's not a network
problem, because I can access IM, can read my email using outlook, and can
ping with no problem.

What I did do, trying to clean up my system, I went through my registry and
deleted some stuff and I think this where I screwed up.

I have removed and re-installed internet explorer through the control panel,
but this didn't help any either. I have gone through the setting on the
internet explorer and can't find anything to get internet explorer working
again.

Everything seems to work except Internet Explorer.

Anyone have any ideas what I should do to get it back up and working? My
last option is rebuilting my PC, but would hate to do this.

Any idea, please help.

The following is the error I get:
Please try the following:

a.. Click the Refresh button, or try again later.

b.. If you typed the page address in the Address bar, make sure that it is
spelled correctly.

c.. To check your connection settings, click the Tools menu, and then
click Internet Options. On the Connections tab, click Settings. The settings
should match those provided by your local area network (LAN) administrator
or Internet service provider (ISP).
d.. See if your Internet connection settings are being detected. You can
set Microsoft Windows to examine your network and automatically discover
network connection settings (if your network administrator has enabled this
setting).
1.. Click the Tools menu, and then click Internet Options.
2.. On the Connections tab, click LAN Settings.
3.. Select Automatically detect settings, and then click OK.
e.. Some sites require 128-bit connection security. Click the Help menu
and then click About Internet Explorer to determine what strength security
you have installed.
f.. If you are trying to reach a secure site, make sure your Security
settings can support it. Click the Tools menu, and then click Internet
Options. On the Advanced tab, scroll to the Security section and check
settings for SSL 2.0, SSL 3.0, TLS 1.0, PCT 1.0.

Thank you Wesley, that did it.

Actually the NETSH didn't fix it, but the Winsock Fix did it.
