can't access secured sites-nothing is working

this is killing me. I've tried just about everything,
except throw this computer out the window.

Can someone please, please, please tell me who is the
right group to talk to about this problem? I used to be
able to access secured sites, but now it just hangs.

I've done all the suggestions given here, but nothing is
working. System restore doesn't work either because it
says it was incomplete.

HELP!
