Can't Access Programs

To whom it may concern,

I am unable to open any of my program files, I am
receiving an error message titled:

Error:

Windows cannot access the specified drive, path or file.
You may not have appropriate permission to access the
item.

I can only open my internet browser, my email program and
the things within the task bar. I am unable to open any
other programs such as my control panel, MS paint, word,
etc..

Please advise what I can do to correct this problem.

You do not have sufficient permissions to Access the Files.

Speak to the person who set your PC up and beg for permission.
