Can't access ordering forms online.

My sister has been having problems with trying to order things online. She also cannot enter any paysites. We've checked the security options on IE and in the control panel, and everything seems fine. Is there any way to fix this problem, and if so, how?

Here are a couple of questions we need.
1) Is this XP, 2000 or something else
2) What type of internet connection (Cable modem, DSL, Dial up)
3) Is there a router connected if DSL
4) Are you using a firewall (Zone alarm, etc) or Norton internet securities

I'm suspecting that you either have a firewall that is set up to not accept cookies, which could do this or you have Norton Internet Securities which will also cause the same type of issues.
