Cant access Internet or Internet Proiperties?

HI, I can’t access my internet; it closes after a few seconds. Also I can’t
access internet properties. The icon in the control panel has no writing
under it??
This all happened after I did a system restore yesterday after installing IE
8 beta 2 from the Microsoft download centre.
I have re installed IE 7 but still no change.
Any help is much appreciated. Please be patient with my replies as I am
working shifts. Thank you

Run a thorough scan by doing the following steps:
=>... Click start >> Control Panel >> Double Click Network and Internet
Connections >> Double click Internet Options, on the IE Properties window
you will see these Options:
General | Security | Privacy | Content | Connections | Programs
| Advanced .

Click on General Tab (1st Tab on the left) and you will see a Button called
[ Clear History ..] click on it to clear your History caches, then click on
[Delete Files..] to delete Internet Files created over the time, click on [
Delete Cookies...] to delete your cookies left by visiting websites.

= Then try to Disable the Add-Ons on your Browser somehow installed on your
browser, On how to disable the Add-ons follow this:
Click on Programs Tab and then click the Manage Add-Ons Button there Disable
the None/Not Verified Plug-ins/Add-ons ( you need to Renable them one-by-one
later and see which is the culprit .

Bear in mind there is an impersonator here impersonating my Name!


Open a run Command and type in:
gpedit.msc click [OK]
On the group Policy locate this option under:
[&] User configuration
[+] Software Settings
[+] Windows Settings
[-] Administrative Templates
[-] Internet Explorer
[+] Application Compatibility
[+]Internet Control Panel
[ ] Offline Pages
[ ] Browser menus = Look in the right Pane/Window for this Option:
[$]Tools menu:Disable Internet Options... menu option.
Make sure this not Disabled for your account by double clicking it and see
the settings there.
Note you can do any changes unless you are logged as administrator and only
available on XP pro not XP Home Ed.

Another the registry by opening a run command and type in:
regedit click [OK] and on the Registry editor locate this Key:

[-]HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies
= NoBrowserOptions
Edit if the IE Option is set to 1 set it to Zero.

I did everything below and checked the links and there is still no change!!!!!
The Tools menu:Disable Internet Options... menu option is set to NOT
CONFIGURED.
IE Option is set to Zero.
"inetcpl.cpl " is not there.
I ran the restore folders thing.
