can't access Disk Management

I think I must of messed up the security on my computer somehow. I can
not access Disk Management, MMC, and some other system tools.

What I have done so far.

Tried to execute gpedit (I can't I have XP Home and it does not have
it)

I went into the registry and deleted the entries that were restricting
MMC.

Downloaded WinGuides Tweak and tried that.

I still cannot get into the Disk Management or Manage (Mycomputer
/right click/Manage)

The error I get is ...

"Windows cannot open this program because it has been prevented by a
software restriction policy. For More information, open Event View or
contact your system administrator."

Well, I cant open the "Event Viewer" and I am logged on as
administrator.

Please, Help.....

Use system restore and restore to a point before you messed up your
registry.
