can't access ameritrade website or do one step update in quicken

only the ameritrade site is unaccessable via my
computer... other computers in network/ isp can connect to
ameritrade. i have downloaded and used spybot and
addaware software, done all windows98 2nd edition online
updates, changed from ie version 5.5 to 6.0 1sp, all to no
avail. am using norton 2004a/v but even w it disabled
still cannot access. did viral scan, negative.
any ideas?
