Secure site access

For the last three days, I get the message 'cannot display
page....." when I try to go to secure sites (i.e. online
banking. I have IE 6.0 with the latest patches
downloaded. I have tried Windows Update, but they cannot
scan my computer. Also, cannot access email accounts via
Putlook Express - only via webmail. I am running Windows
98 SE and current subscription of Norton antivirus with
latest updates and weekly scans. I have tried to
uninstall Norton - message says I require an
administrator. I am stand alone laptop set for all users
profile.

Please send mega help.
