Cannot VPN in from a T-Mobile connection from Europe (Scotland & Ireland)!

My boss is in Ireland/Scotland and using T-Mobile wireless connection trying
to access our RRAS server unsuccessfully.
Is there any thing with T-Mobile wireless connection that don't like MS VPN?

maybe some extra steps are required for connections initiated from Europe!
