Cannot veiw all programs

I seem to have too many programs on the system and am
unable to view the items on the far right of the screen
and cannot seem to figure out how to tab or scroll right
to access those programs

Do a bit of organisation into sub-menus (eg All games, All multimedia.
..) . Right click on the Start Button and take 'Open All Users'. In that
open the Programs folder, and File - New - Folder to make folders that
will become sub-menus (so choose appropriate names). Then drag items
from the pane into them.

That is programs available to all - there are also things similarly, in
a r-click Start and just Open, which are just for you, and you may want
to do some tidying there too.
