Cannot use the Customize Outlook Feature

I have users on Windows XP Pro and Outlook 2000 on
Exchange 2000. One of my users is complaining that they
cannot use the customize outlook today feature. Is there
some kind of incompatability issue? I also noticed that
it worked on a computer running Windows 2000 pro and
Outlook 2000 Pro. Please advise. Thank you.
