Cannot use "folder options"

Hello,
I cannot find the tools --> folder options
in the my computer on any folder window

I opened windows help & support and typed folder options and it brought me a
page with a link to it. when i click it i get the error message

"This operation has been canceled due to restrictions in effect on this
computer. Please contact your system administrator"

i found articles about that error message but only on internet expolerer and
do not apply to the situation i have.

im using windows XP home and norton antivirus

any help appreciated.
