cannot use active directory to create new users

hobbit

did a fast repair of server. Now active directory will not
allow me to create new users or assign users to groups.
Anyone seen this happen before. It happened after an
microsoft update.
 
What happens when you try to create users? Do you receive an error? If so
what is the error?
