Cannot Unlock in Order to Switch Users

I am using Windows XP Home. When I start my computer it prompts me to enter a
password in order to access my desktop instead of going to the traditional
Fast-User select screen. Once in my desktop, I can no longer get on to any
other desktop, with the box stating "the computer is in use and has been
locked. Only (my account) can unlock this computer." I've gone on all
questions similar to this and found no solution, I need help!

Click Start, Run and type Control Userpasswords
Click Change the way users log on or off
Enable the Welcome Screen and Fast User Switching check boxes
Click Apply Options button
