Cannot stop process running with MS Anti-Spyware

I have a process running called prjBapsy2 (VsTaskMngr.exe)
and it is blocking my web pages from being displayed. I
can remove it from my start up programs but it will
reappear. I click to stop the process from running in
Anti-SPyware bit it continues to run, will NOT go away.
It has disabled my task manager so I cannot stop it from
there either. Any suggestions?

Restart in safe mode, open Microsoft AntiSpyware, on the scan page, choose
Scan Options > Full System Scan (check all boxes below) > click "Run Scan
Now"

Also run the following AntiSpyware utilities in safe mode:

The full system scan does not recognize this one as an
infected file or registry key so I do not have the option
of deleting it. Plus, I cannot open any web pages on my
home computer and I cannot download anything at work so
running those utilities will be challenging. I was hoping
there was some magical command or Windows utility that I
could run...thanks for your help.
