Cannot start service

I cannot statrt the "remote access connection manager" or the "remote access
auto conection manager" from the services aplet in control panel. I tried
changing them to "automatic" & rebooting also. Without these, I cannot create
a dialer for a dialup connection. I am logged in as an administrator

Is "Telephoney" running? if not set it to automatic.
