Check your event logs for errors - start, run, eventvwr <enter>

I'm having the same issue and after looking at the event viewer I see a lot of errors under System and not nearly as many under Application. What specifically are we looking for? I also noticed that the system restore feature is also non functional.

Any suggestions or help welcomed as well. Thanks

Have you tried uninstalling SP2? I haven't found it to be all its cracked up
to be in the LEAST.

Another option is to disable all BSOs (Browser Helper Objects). Click StartOptions window. Click on the Advanced tab and uncheck the box for "Enable
Third Party Browser Extensions" under the Browsing section.

If you'd like to keep SP2 or can't remove it you can always manually
reinstall both System Restore and Internet Explorer.

Open up My Computer >>> click Tools >>> Folder Options >>> click on the View
tab >>> click the radial button for "Show hidden files and folders" and click
OK.
Now click Start >>> Search >>> type "ie.inf" as the name of the file you're
looking for and hit Search. When it locates ie.inf right-click it and select
Install. You'll need to provide your Windows XP CD for it to reload IE. You
can do the same for System Restore as well. Instead of searching for
"ie.inf" search for "sr.inf".
