Cannot Set Paging File

I need to decrease the size of my paging file on C:. I
have successfully added a paging file to my D drive (so I
would assume my rights are OK - signed on as Administrator
anyhow). I cannot reduce the size of the page file on C:.
I hit set (going from 2048 to 512)and it sets OK after
telling me if a STOP error occurs I will have issues with
creating debugging files. Once I hit OK the detail window
closes with a message to restart. If I look at the total
paging file size it remains unchanged. After rebooting
same deal - no change. I also cannot now reduce the paging
file size I created on D: What's up!!
