Cannot Send To Using OE 6

1. Cannot send Office 2003 application document as
atachment using Send To command. I am running WinXP and OE
6 using Cox HSI (whose technical support tells me the
problem is with Microsoft). The command appears as does
the message dialog. After pressing send, the dialog
disappears. No message appears in the Outbox nor the Sent
folder.
 
Is Outlook or Outlook Express defined as your default mail program? If you
make Outlook the default, does it work?

the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.

After searching google.groups.com and finding no answer, Robert asked:
