Cannot send emails

This is driving me nuts!! I keep getting an error message as follows:
Subject 'Fw: Are you Scottish? - Brilliant!', Account: 'pop.tools.sky.com',
Server: 'smtp.tools.sky.com', Protocol: SMTP, Port: 465, Secure(SSL): No,
Error Number: 0x800CCC19

Please can someone help me?
