Cannot send email, but is able to receive email in Outlook Express V6 in MS ME

Iam using Outlook Express V6 in MS ME and tried to send an
email. I got the following error message:

An unknown error has occurred. Protocol: SMTP, Port: 0,
Secure(SSL): No, Error Number: 0x800C0131

I am able to receive email.
