Cannot see small black cross when I am trying to populate a seriesvertically

Hello,

I am trying to populate a list of cells vertically, and for some
reason, do not see the black cross necessary to populate the series
vertically.

How can I troubleshoot this problem? THANK YOU!
 
From the Menu Bar:

<Tools> <Options. <Edit> tab,
And check,
"Allow Cell Drag & Drop".
