Cannot see internet on network

I've had some trouble getting one of my computers on my
network to see the internet. It's not getting an IP
assigned to it by the router(its 169.254.xxx or
something) nor can I get it to ping the router or access
the router's set up page. DHCP is enabled. I just
recently was able to see the other computer from this
one - using the router as a hub! For something that the
upstairs computer can't even see, it's connecting to this
one through it!

I'm either trying to figure out why it can't see the
router, or (since I've been working on this for days)
just going to try and 'share' this computer's internet
connection even though it'd be going from the router,
here, back to the router to the upstairs computer... I
just need the web up there.

Any help?

This is just a shot in the dark, but check what IPs you
are getting on your computers (how you do this depends on
your OS... but if you're running XP just click the
network). If you are not on the same subnet (i.e. both
dont start with 169.254) then that is your problem.

The machines are supposed to get an Automatic Private
Address (in the linklocal range 169.254.x.x) however one
of them might not be getting this. Since you have a
router, why not set these addresses statically into your
machines? just pick two different ones in the same subnet.

The 169.254.x.x address shows that the computer isn't able to
communicate with the router's DHCP server. I've written a web page
