Cannot save a Word 2003 Doc to Word 2007 docx full mode

When I open a Word 2003 document in Word 2007 and choose "Save As" Word
document, it converts it to a .DOCX but it says "Compatibility Mode" at the
top. I realize it is supposed to do this if I have checked the 97-2003
button at the bottom of the Save As dialog box, but my button is unchecked.
Therefore, it should be saving the document to a .DOCX without the
"compatibility mode". But it isn't. I've checked all of my settings, and
this is a fresh install of Word 2007, with all of the Office updates.

Now, I realize that I can use the "Convert" button, but according to the the
Word 2007 Microsoft Word team blogs (below), I should be able to do both.
Besides, sometimes I may want to save as .DOCX and leave the original
document in .DOC format. (Whereas if I use "Convert" I won't be able to do
this).

According to the following blogs, I should be able to do it either way -
"Save As" or "Convert": (Specifically Part III talks about this)
