Cannot run W2K system apps

Whenever I try to run such things as TASKMANAGER or
REGEDIT the app flashes on the screen for a couple of
seconds then disappears. I cannot seem to find a
solution. Does anyone know what could be causing this?

to this problem. It's a friend's system I'm working on
so I can't recreate what has happened to teh system
leading up to this problem. Could this be a problem with
system policies?
