Cannot run setup.exe or install.exe

Greetings,
I am unable to install any software on my XP Pro system.
Setup.exe or install.exe do nothing, no error, no crash, just nothing.
It could be acrobat, corel, nortons. Nothing installs anymore!
I've tried cleaning the registry, I've run anti-virus across the network,
and searched for spyware
I've run out of ideas, I hope you guru's haven't.
