cannot run large self-extracting files on Win XP Serv.Pack1

There was a change on windows that disables the running
of these large self-extracting files. Microsoft has a
fix and I do not know where to get it. The fix name is
(kbbug kbWinXPpreSP2fix kbQFE KB330089).

You will have to call M$.
They will not charge you if you ask for this directly.
Can't you (in the meantime) expand the file yourself
by right clicking on it? It occasionally will do this.
