cannot right click start menu

When I open the start menu then right click on the program list nothing
happens.
winxp home sp2

but right click works on all other programs and icons , buttons

If you disable drag and drop on the start menu then you also disable right
clicking on the start menu. Right click on the start button itself, select
properties, and then customize and enable drag and drop again.

That did it. Are you aware of a virus/trojan that would change that?

It's generally caused by fingers and mice going directions people didn't
intend for them to go or went without thinking. Small fingers, belonging to
children, are often the cause for such system changes. A malware scan
couldn't hurt, the above link will guide you through that.
