cannot restart outlook

When I turn off Outlook 2007 and want to restart it does not start. the only
way to get through is either reboot or - via taskmanager - 'kill' all Outlook
processes. then I often can restart in safe mode or it asks whether I want to
analyze & repair.
I have uninstalled Office 2003. But there still seems to be a whole older
office file there (Office without a number behind and also Office 11; these
do not show up in the list of installed programs. Should I throw away these
files? Or is there another solution? Thanks for any help. This is already
bothering me for months.

Disable all Outlook plug-ins and retry. Alternatively, start Outlook
in its safe mode ("outlook.exe /safe") to see if it exits properly
(i.e., all instances of outlook.exe disappear when you exit Outlook).
If that works, you have a plug-in that refuses to unload, and plug-ins
get unloaded first so if they don't unload then Outlook doesn't
unload. That means you have a stuck outlook.exe process still running
that interferes when trying to open a new instance of Outlook. Use
Task Manager to kill all outlook.exe processes after a minute of
trying to fully exit Outlook.

Outlook hanging (leaving behind a deficient remnant stub of code in
memory) after exiting has been a long-standing problem that Microsoft
has never addressed. Regardless of plug-ins not wanting to unload,
Outlook should be still be able to terminate them (as they are in
Outlook's address space) and then exit completely. I've seen the
problem of outlook.exe hanging around after a fresh install of Windows
and Office and no plug-ins other than included in the default install.
A long time ago I saw a utility that forces a kill on all outlook.exe
after 1 minute (you can configure the wait time) because of this
continual problem with Outlook. Don't remember what it was called but
do remember that it started out as free but not now.

I am starting to understand how this works and not works. I disabled an
outlook add-in for handling mobile devices (I think this is used this for my
Nokia PDA/ phone) and now, when watching the taskmanager, the Outlook process
disappears after closing down Outlook. Now see if this keeps working.

This means though that I cannot synchronize my PDA anymore, I suppose. Well:
you win some and you lose some...
Now the only add-in still active as far as I can see is the one for SKYPE.

I still have some Outlook files on my machine that seem not to belong to
Office 2007. But I don't see these in the loaded applications file, so I
suppose they don't bother the operation of Office 2007.

just replied to Vanguard too.

After disabling an add-in for mobile devices Outlook looks like disappearing
properly from the taskmanager.
Removing the remaining Office stuff may be necessary. my question is: do i
just dump those files in the waste bin? They don't show up in the list of
loaded applications. They're just there in the programfiles list under Office
11 etc.
Btw I did not do any 'uninstalling' before I installed Office 2007. Nobody
'told' me to. I thought this all would work automatically. That's what
computers are made for, isn't it?

have you had installed on this partition and how did you migrate from one to
the next? You said you "uninstalled Outlook 2003." At what point did you do
that?
Although Microsoft claims that you can do an in place upgrade of Office, I
have yet to see Outlook ever survive an upgrade installation unless you
immediately create a new Outlook profile from scratch after the attempted
upgrade.
I would personally never attempt or use an upgrade installation of Office.
It is far better to install Office clean, no matter what Microsoft claims.

so after I installed Office Standard 2007. Do you suggest I uninstall 2007
again, then remove anything that looks like MS Office (whatever version and
except the content files of course and except Visio 2003 and MS Project 2003)
and then reinstall Office 2007? Is that what you mean by 'clean'?
BTW I only have one partition on this computer.

This is like peeling back the layers of an onion. Are you saying that you
attempted an in place upgrade of Office 2007 directly over Office 2003, and
then in spite of that you then tried to uninstall Office 2003? How and why
would you do that? If you did an in place upgrade of Office, where did you
even find an option to uninstall Office 2003?

Now I am getting confused. I remember there was something like Office still
in my loaded programs, but I am not totally certain anymore. can't play it
back.
the present fact is that sometimes Outlook dissapears from my taskmanager
after turning outlook off. but the other times there remains a process
visible. then I have to stop that process manually before I can start outlook
again. So there remains an annoying workaround.
The only add-in still active in outlook is windows search email indexer.
I am now downloading shutdown add in from daveswebsite. It seems that I am
not the only one having a problem with MS not being able to procure a proper
email program.

You provide far too little accurate information for anyone to be able to
help. You're the one who said you installed Outlook 2007, then uninstalled
Outlook 2003. That is highly implausible.
You should probably use the standard techniques for repairing an upgrade
installation of Outlook:
1. Use the Office Maintenance Wizard to repair your Office installation.
2. Create a new Outlook profile from scratch:
