cannot resize windows, just disapear on double click top bar

I cannot resize windows. When I double click on the top bar the window
minimizes and disapears into the task bar below. This happens with all
windows, explorer, onr programs--

You mean you are clicking on the 'minus' symbol next to the square and 'X'
symbols at top-right of Windows? If so, that is normal behaviour -- the
'minus' bar is for minimising a window! If you want to resize a Window you
move the mouse to any corner or edge of a windows -- the cursor changes to a
double arrow --- left-click and 'drag' to make smaller or larger.
