Cannot reinstall Windows XP or 2000

I'm having a frustrating problem, and hoping someone can help diagnose what
is wrong.

I have a fujitsu-siemens lifebook s4572 laptop. It originally shipped with
Windows 2000, and a year ago I upgraded it to XP professional which has been
running fine. One of my employees seems to have infected it with every know
virus/problem known to man, and I decided I wanted to do a clean install of
XP - I also wanted to change the partitioning.

Using Windows XP instal CD-rom, I deleted the 8GB and 12GB partitions that
shipped on the laptop. I would prefer to have one partition NTFS. I deleted
both partitions, created a single partition and formated that.

The problem is that after formating 11% of the disk (or 15% for a smaller
partition), the system hangs, and after a few minutes get the following error
message.

(blue screen)
"A problem has been detected and windows has been shut down to prevent
damage to your computer. The problem seems to be caused by the following
file: partmgr.sys"
DRIVER_UNLOADED_WITHOUT_CANCELLING_PENDING_OPERATIONS
etc.etc...
*** STOP: 0x000000CE (0xF9C1A667, 0x00000000, 0xF9C1A667, 0x00000000)
partmgr.sys


I have also tried the following:
* Instead of formatting NTFS, using FAT32.
* Reverting to 2 partitions - although I can format the D: partition, the C:
partition has the same problem hanging, and therefore I can't install Win XP
as it will only install on the primary partition.
* Using the Win 2000 install disk instead - same problem.

Can anyone suggest what the problem might be?

Enter your BIOS Setup and check the identification string for your disk
drive. (Autodetect). Cross check the string to locate the manufacturer &
download the bootable diagnostics for the drive. Run the program and
verify the drive's integrity. On some utilities it will offer a "Low-Level"
format, which is actually a Write Zero's to the entire drive.

When you did the format, did you take the Quick format ? - this skips
the bad sector checking.

If this was my laptop then I would do this:
- Remove the disk, then install it in a $20.00 USB disk case.
- Connect it to some other WinXP/2000 PC.
- Run diskmgmt.msc to partition the disk.

This would either give you the partition you want or it
would tell you in more detail what's wrong. It would
also show you the disk manufacturer, thus allowing you
to download the disk diagnostic tool that most of them
have available on their web site.

About your virus problem: While your employee may have
been careless, I wonder what's happened to your virus
protection.

Thanks for your reply. I'm learning as I go with this, so appreciate your
time.

I have tried using both the quick and regular format options, with the same
result.

I found two tools at fujitsu's site for my hard drive (here:
http://www.fel.fujitsu.com/home/v3__product.asp?pid=242&inf=swr&wg=0)

they both look like they might help - FJDT (diagnostic tool) and FJ-IDE
(drive initializer utility). I guess running the diagnostic tool first is the
way to go.

I have one small problem, although the laptop under repair has a floppy
drive, none of my other pc's do, so I will need to create a CD-rom boot disk
- which is fine, because the repair laptop will boot from CD-rom.

Just a question about creating a CD-rom boot disk. Obviously I need a boot
disk and then to add the FJDT tool to this (I guess I can't run the file
without being in DOS). Within XP it only gives an option to create a floppy
boot disk. I found a couple of topics on creating a CD-rom boot disk on the
net - is it as easy as copying all the required files + the FJDT file to the
disk?
