Cannot Record a Macro or Edit VBA

After installiing MS Office XP I can nolonger record
macros and when I open the VBE I cannot enter code as the
Inser menu is gray. I removed, reinstalled several times
using administrator, etc. I tried MSKB article 293287 and
I'm still stuck.
 
Go to Tools-Macro-Security and see if its set to High. Change it to Mediun.
 
anyone had any luck on this one? Has nothing to do with security etc and
word/outlook et al all function fine
