Cannot receive email using Windows Mail on Vista 32bit.

Have 2 new computers - laptop and desktop. Both have Vista, Office 2007,
Norton 360, and SpySweeper. Brought up Mail to install, setup the account and
cannot receive mail without timeout and following error:
Account: 'mail.bellsouth.net', Server: 'mail.bellsouth.net', Protocol:
POP3, Port: 110, Secure(SSL): No, Error Number: 0x800CCC19
I have been working on this for a number of days/hours. I have tried the
following with same results:
Re-created mail account several times.
Tried the MS fix for stuck email (didn't have any but tried it anyway)
Turned of email scanning in Norton 360.
Uninstalled Norton 360.
Most of the suggested fixes I see on the net is the same. Everyone seems to
think it has to do with email scanning but I have turned it off, and gone as
far as uninstalling Norton and turning of the Windows firewall, etc. I am not
sure what to try next. Hopefully, someone knows other options. Thanks.

I also have vista but I fixed the same issue by checking for updates and
updates waiting to be installed and installed all current updates for windows
and windows mail, this may or maynot be the same issue for you but at least
you can try to see if it also works for you.

I have been having the same issues for the last 2 days .I haven't had any
problems up until yesterday.

Did you recreate the account after uninstalling Norton? If not, Norton may
have screwed it up again.

0x800CCC19 is a timeout error. Turn off anything else that may be scanning
email.

Spysweeper was the final program that fixed my problem. Why I didn't try
removing it before I posted the help I don't know. I guess you get tired of
continuing to try everything so thanks for the advice. For anyone else with
this same problem, I did the following things so don't know if closing out
SpySweeper alone was the answer or not.
Here is what I did....
I stopped the email scanning in Norton 360.
I deleted and re-created my account in Mail.
I found another suggestion to turn off autotuning which Vista has setup
automatically on the TCP stack. Evidently many mail servers don't know how to
handle autotuning. Below you will find the instructions.
And then last I closed out SpySweeper.
All my mail downloaded very quickly after I did the above.

To turn off autotuning:
First right click on Command Prompt and Run as Administrator
At Command Prompt, type:
netsh interface tcp set global autotuning=disabled
Should get message back saying "ok."
Type: Exit (to exit command prompt)

I hope the above solves problems for others, this took way to much time to
fix. I will take another computer and go through the above steps to see if I
can isolate the real culprit. It might end up being several things.

Thanks to all those that posted to my email. I really appreciate people
taking the time to give me suggestions, whether they worked or not, it gives
you hope when there are ideas to try......

Frank, i did recreate the accounts, several times, and after various steps.
You can see the fix in my reply to Gary's post...Thanks for taking the time
to help...

Thanks for your feedback. I suggest you re-enable the
autotuning to see if it was the problem. Vista's Internet
access is a little faster with autotuning enabled.
