Cannot receive delete or send messages

The error message is "The file
C:\DocumentsandSettings\name\LocalSettings\ApplicationData\Microsoft\Outlook.pst
is in use and could not be accessed. Close any application that is using this
file, and try again. There are no other files open but the message pops up
no matter what. My pop shows I've received 20+ messages but none are showing
up in the window.

When do you see this error message? What is "the window" to which you
refer? What version of Outlook?
 
I am using Outlook 2003. Whenever I try to send, forward, delete any email,
the message pops up. I had tried to delete some old emails earlier this week
and that seemed to have triggered this. When I do a Send/Receive the message
bar at the bottom shows that I am receiving emails but they do not show up
anywhere.

Close Outlook and use Task Manager to see if any other instance of Outlook
(i.e., OUTLOOK.EXE on the Processes tab) remains. If so, stop it. Then
restart Outlook to see if it behaves more normally.
 
I tried the Task Manager but that didn't show anything. I tried the Detect
and Repair but that didn't help. It says I'm still recieving my messages but
they are not showing up anywhere. It's like it's locked from 11/14 forward.
Any other suggestions I can try?? Thanks, Vicki
