Cannot read CD-R drive

I cannot read data from my CD drive. I can write to it using burner software
but cannot read any data from it. In safe mode I can read from it, so the
drive itself is ok. Device Manager shows it is working properly.

Go to Start>Run type: regedit click Ok Navigate to
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
Look in the rt pane for "Upper Filters" and "Lower Filters" Rt click on
each/both/either and delete.
