cannot ping and access from some pc in workgroup

Background
Network Topology: workgroup, W2k3srv(DHCP,DNS,WINS) + 10wxp client
problem: 2(pcB,pcD) client cannot ping a pcA, all computer windows firewall
including ICS services is disabled

question: how's the pc resolve in the workgroup enviroment? use NetBIOS over
TCP/IP? WINS? if so, what's the resolve priority?

I use nbtstat -a pcA form pcB, no host is found, but in others is ok

question: how to let pcD to access pcA?
