cannot open programs

I have a new notebook computer a couple of weeks old. Everything was working
fine but now I can't open anything, programs, I.E. O.E.6, emails, unless I
right click and click open. Also, on my desktop computer, both are running
XP home, Internet explorer takes about 5 minutes to open and now there are 2
toolbars with just Norton's little icon there and I can't seem to get rid of
them on the desktop.
Any advice appreciated

couple of ideas's; someone may have better info.

- have seen where downloading a toolbar from google, system hijacked. if
have system restore, to an earlier date, might help; but with hijack, might
want to clean computer first to remove malware, then restore to earlier date
to get old settings back....
