cannot open outlook

Outlook 2003 on Windows XP Pro SP2, using pop3 email from my isp, suddenly on
rebooting my machine I started to get the following message:
"Cannot start Microsoft Office Outlook. Unable to open the Outlook Window.
The set of folders could not be opened. The Server is not available. Contact
your administrator if this condition persists."

Google pointed me to: http://support.microsoft.com/?id=831019 and I was
using Casio Pocket PC. I took the Pocket PC out of the cradle, restarted
windows and things went just fine, but only a few times and then the same
above message above. Huh! I uninstalled Active Sync as well. No luck! I had
BCM, uninstalled BCM, again it didn't work but the error message changed to:
"Unable to open your default e-mail folders. The file C:\Documents and
Sett......\Local Setttings\Application Data\Microsoft\Outlook\Outlook.pst is
in use and could not be accessed. Close any application that is using this
file, and then try again."

I have tried disabling my Mcafee Virus Scanner but that didn't help either.

Delete my outlook profile and recreated it without loosing anything in my
inbox - how did I do that if I can't even open outlook? Frustrated and
determined to find the solution, I used "msconfig" from "START-RUN-type
MSCONFIG" and tried enabling disabling things there to see where I could get
with that. My findings, if I disable all services (ofcourse except the
required ones which stay on by itself), I am able to open outlook on
rebooting. Once I enable all services I cannot open Outlook again. I have
tried disabling some selective services, but those didn't do the trick. What
I haven't tried is enabling each service one by one to find out which one is
causing it? Does anyone else has or know what on earth is going on here?

My good part of Friday is gone trying to figure this one out and I am still
struggling with it..... (Did anyone notice, most times rebooting fixes
problems, in this case this problem crops up on re-booting?)

So now when I need to check emails, I start "msconfig", "disable all
services", reboot, then start ms-outlook 2003, check my emails and send out
any emails. Right after email, start "msconfig" again, "enable all services",
reboot, then everything other than ms-outlook 2003 will work.

Not sure what is interfering with outlook 2003? Anybody? Any clues?
