Cannot open Outlook

Can Someone Please Help me.
Here is what im getting..

1st box says

Configuring outlook accounts
2nd box says
The connection to Microsoft exchange is unavailable. Outlook must be online
or connected to complete this action.

OK

3rd box says
Microsoft Exchange box with General tab
Microsoft exchange server:________________
Mailbox:____________________
Check Name

Once the name have been checked and are underlined click ok.

Same issue.

My issue, revolves around setting up new Outlook accounts on existing
network PC;s. Here is the question/problem.

Once the 3rd Window opens. The name in the "mailbox" is checked and
underlined.

In my issue... If you then hit "OK" a 4th window opens.

4th Window.... Microsoft Office Outlook.

! Cannot open your default e-mail folders. The file
C:\users\joeblow\appdata\Local\Microsoft\Outlook\outlook.ost is not an
offline folder file.

When I select "OK". Everthing closes and nothing happens.

Where do I go from here?

I have uninstalled Outlook 2007 and re-installed. Did not resolve.
I have pinged the server from the PC's. Good.
I have pinged PC's from server. Good.

Server: Microsoft Exchange 2003
Software: Outlook 2007.
PC(s): Vista and Windows XP-SP3

All existing Outlook accounts are operating fine. It is just when I set up
a new e-mail account.

Can you help me, please?

Delete the OST first, then open Outlook. It should create a fresh OST.
