cannot open new explorer window

After installing office sp3 (don't know how/if it is
related)I can no longer open a new internet explorer
window. When I try, it refreshes the window, but a new
one will not open.

Check for any pop up stopper utilities stopping the new window from opening.
Also bear in mind that some firewall and anti virus applications also have
stoppers. Do you have either the Google or Yahoo search toolbar, because
these also have pop up stoppers in them.

Finally, check in IE Tools/Internet Options and go to the Advanced tab.
Under the browsing section check that the "Reuse windows for launching
shortcuts" is NOT ticked.
